What cause the poor quality of the scanned pdf conversion?
If you are using scanned PDF, unlike the vector created PDF such as published directly from AutoCAD or Adobe, your raster pdf contains bitmaps only and there is no true line graphics. When you run this converter program and enable raster to vector conversion, this software will trace the raster image and make them line segments. - the conversion result depends on the image size and image quality, it won't be crystal clear and lines/texts will be broken. The computer is not intelligent enough to recognize crossed and/or connected lines.
The conversion on vector PDF which is derived from electrical CAD drawing will be very nice and crystal clear.
